Yes: Read the documentation and the error message.
From .../src/gnuwin32/readme.packages:
"You may need to set TMPDIR to (the absolute path to) a suitable
temporary directory: the default is c:/TEMP. (Use forward slashes,
although the code will try to convert backslashes as from 1.7.0.)"
