Maybe, but the URL quoted says
pstoedit 3.40
# Windows Meta Files (WMF) (Windows 9x/NT only)
# Enhanced Windows Meta Files (EMF) (Windows 9x/NT only)
so the quoted URL claims otherwise for the current version.
