Cox Controlled Rounding Algorithm

Has anyone yet implemented or seen an implementation of a Cox (1987) 
controlled rounding algorithm in R?
The controlled rounding procedure is described in:
Cox, L.H. (1987): A Constructive Procedure for Unbiased Controlled 
Rounding. JASA, Vol. 82, No. 398, pp. 520-524.
