update.packages with proxy?

internet.dll also works through a proxy. Why it fails on some Windows systems is unknown: we have been unable to reproduce the problem. Now 1.3.1 is released, the documentation shows how to set proxies for each. (Binaries for 1.3.1 are not yet on CRAN.)
