The function you want is called "symbols". E.g.
x <- runif(10)
y <- runif(10)
r <- (1+runif(10))/2
plot(x, y, type="n", xlim=c(0,1), ylim=c(0,1), axes=F, ann=F)
symbols(x,y,circles=r,inches=.5,bg=gray((1:10)/10))
