I do not think this is what Charles meant. I think what Charles is looking for is the file R_HOME/doc/html/function.html which is built under Windows with the function link.html.help (i.e. a list of all functions on a single page, not packages). Charles, if that would be so useful, why don't you build it and put it on the Web? R is a volunteer project after all.
