I think Brian Ripley has been using the 8.3 libraries on windows.
delTcl is on the R side of things, defined in tcltk.c, so you're
getting some pretty strange errors there.

I suspect your best bet is to install R from source, which ought to be
pretty easy - or at any rate, we'd like to know about any trouble you
run into.
