R 0.64.2 for Windows 95/NT

No. I have never tried installing in the root directory, and that probably fails, since c: vs c:\ is handled differently from c:\rbeta vs c:\rbeta\. I'll add a special-case check for this. You can just move the files, of course.
Furthermore if I set the install directory to be c:\rbeta instead of c:\ (in the hope that the distribution will be installed in c:\rbeta and not c:\r0642) I end up with the files in c:\rbeta\r0642.
Yes, that is what is specified to happen.
