I have updated my package of R-0.63.1 to the released version and added the
MASS libraries to the bundle at

http://www.stats.ox.ac.uk/pub/R/win32/new/bdr0631.zip

There are only a few other changes (timings to 0.01 sec, for one).  Still
view this as experimental, although it works well for me on Win95.
All the code you need to build libraries is there (but not the tools).

I have uploaded to CRAN a port of Roger Koenker's
quantreg (2.0) package for S-plus. Two .zip files:

Quantreg-win    Precompiled for windows (wr06..., bdr0631)
Quantreg-gen    Only source.

There was some questions on the list about L1 regression, this package
could be used for that, too, but is more general. (the algorithm used
is a generalization of the one from S l1reg)
