how do you install R-plus on Win ME?

I don't know which file you actually downloaded, maybe it was a file
containing the R source or something else. The executable install file for
Windows is

  http://cran.r-project.org/bin/windows/base/SetupR.exe  (approx 18Mb)

BTW: It is not called R-plus, but R.
