need help to convert in to panel data format

1. Do not post in HTML -- it gets filtered out or scrambled (although
we could probably figure it out anyway if we were so inclined. I am
not.). See ?dput to see how to copy and paste in a text format that we
can use to easily reconstruct your data structure.

2. You will probably have to more clearly define what you mean by
"panel format." I certainly have no clue.

3. Have you read relevant portions on manipulating data frames, etc.
of an Introduction to R
(http://cran.r-project.org/doc/manuals/R-intro.pdf ) or other online
tutorial? If not, please do your homework and do so before posting
further.
