why don't you first ask the book author, Julian Faraway,
whose e-mail address, faraway at umich.edu, is clearly there?
People in our group here also had seen that manuscript a while ago,
and I seem to remember the author didn't want to publicize it widely for
some specific reasons?

Feel free to put it on CRAN. It's a book about Regression and ANOVA that uses R rather than how to use R for Regression and ANOVA so it's not really "R Documentation" as such.
