iTRAQ normalization

Hi all,
I need to normalized iTRAQ data.
I have a table like this:
	C8/C2	A2/C2	A8/C2
1	1.2		1.1		1.5
2	0.2		0.9		0.2
3	1		0.1		0.1
4	1.1		1.1		0.9
...	...		...		...

But I know that ratio at row 1 and at row 4 should be 1! How can I do  
to normalized my data?!
