Tiff plot Resolution issues

I am trying to create a high resolution tiff. It is not working.

I am on Windows XP 32-bit
R 3.0.0

Code input:
tiff(file="test.tiff",width=6.83,height=6.83,units="in",  res=1200)

Return Message:
Error in tiff(file = "test.tiff", width = 6.83, height = 6.83, units =
"in",  :
  unable to start tiff() device
In addition: Warning messages:
1: In tiff(file = "test.tiff", width = 6.83, height = 6.83, units = "in", 
:
  unable to allocate bitmap
2: In tiff(file = "test.tiff", width = 6.83, height = 6.83, units = "in", 
:
  opening device failed

Also
capabilities("tiff") returns TRUE
and
It must be a tiff, that is what the journal requires.
