I want to know can R language and the system be used
for commercial purposes.

Yes, of course, the idea of free software is that anyone is free to *use*
it.

The GPL (GNU Public Licence) will come into play when you think about
distributing software that builds on top of R.
Note that I'm not at all the expert here.
