HI,
There were some "spaces" inside the quotes that created the problem.

?reg <-
structure(c(6L, 6L, 1L, 7L, 1L, 1L, 1L, 5L, 2L, 1L, 6L, 3L, 1L,
1L, 7L, 1L, 4L, 1L, 1L, 1L, 1L, 1L, 7L, 6L, 6L, 1L, 1L, 1L, 1L,
6L, 2L, 7L), .Label = c(" auckland", " christchurch", " hb",????
" manawatu", " taranaki", " waikato", " wellington"), class = "factor")
^^????????????????????

I changed it to:
reg <-
structure(c(6L, 6L, 1L, 7L, 1L, 1L, 1L, 5L, 2L, 1L, 6L, 3L, 1L,
1L, 7L, 1L, 4L, 1L, 1L, 1L, 1L, 1L, 7L, 6L, 6L, 1L, 1L, 1L, 1L,
6L, 2L, 7L), .Label = c("auckland", "christchurch", "hb",
"manawatu", "taranaki", "waikato", "wellington"), class = "factor")levels(reg)<-rg2

?reg
