This are absolutely essential for developing countries were people may
not have their own computer online and no easy way to split on MS (I
believe).

is not an issue.  Peter was discussing the sources: are source users
needed to transfer on floppies?  They need to get hold of the sources
first, so it must be a question of transferring.
