Periodic B-spline surface

There's a periodic cubic spline smoother built into package mgcv's gam
function (although it happens not to use a B-spline basis). This can be
used in tensor product smooth surfaces. e.g.
gam(y~te(x,z,bs=c("cc","cc")))
