mozilla 0.99 as help browser on win2k

i installed mozilla 0.99 (i know, this is beta, not a released version)
on win2k to test is as the browser for html help.
it does not work.

Help->R language (html)

from the menu starts mozilla,
but mozilla tries to open the url
http://www.c.com/

and not
C:\Program Files\R\rw1041\doc\html\rwin.html
as it does with another browser.

R is current, 1.4.1
anybody else tried this already?
