Yes. And it is the one documented in the files on making R under Windows and installing source packages under Windows. First find the file readme.packages either in the top directory of your installation or in the src/gnuwin32 directory of the sources. Then read it. Note that you don't just need a compiler: you need to be able to build DLLs so you need a linker too. When you have all the tools set up, Rcmd SHLIB foo.f will make the DLL foo.dll from the Fortran source file foo.f.
