Windows Help compiler

A couple of people have asked after this today.  Until I can verify
the status of this and update the portal,

http://www.stats.ox.ac.uk/bin/bdr/RWin

contains htmlhelp.exe and hhupd.exe.  Install in that order.

No guarantees that these will stay there.

Also, the latest Cygwin make seems to be having trouble with finding a
shell, and I am investigating.
