We don't provide Windows binaries for all packages. If you want to contribute one, the instructions are on CRAN, in bin/windows/ReadMe. (This is a general point for all package contributors. CRAN and R does not have paid labour to provide ports to other platforms, and with well over 100 packages, the volunteer or two are very thinly stretched.)
