It is posible to run R in windows 3.1x or MS-DOS? Can I do it with Win32s?

Read the R for Windows FAQ!   The answer is no, as you need a proper
file system with support for real names.  Not sure why you want to 
use an operating system that was replaced 4.8 years ago....
