R-1.3.0 is released

Many people in certain countries only have internet access through
commercial "cyber cafe" type installations and have little or no hard
disk rights. They have to load everything directly onto floppies for
transfer to their computer. If source is only available in a single
file too large for a floppy, these people are excluded.
Given the above, I suspect that the answer is no.  Jim
