[R-pkg-devel] rlang not available on Windows builder machine with R-devel

Dear all,

My NutrienTrackeR package has recently failed to install on the Windows builder machine with R-devel, with an error saying 'rlang' is not available (https://www.r-project.org/nosvn/R.check/r-devel-windows-ix86+x86_64/NutrienTrackeR-00install.html).

Is this something I could fix on my side, or is it just on the builder machine's side?
