[R-pkg-devel] No package called 'scales' (r-oldrel-windows)

It has errored for r-oldrel-windows with "there is no package called
'scales'" (see
https://www.r-project.org/nosvn/R.check/r-oldrel-windows-ix86+x86_64/PAutilities-00install.html).

I think it's a hiccup on the testing machine. There doesn't seem to be
anything you would be able to fix on your side: you correctly declare
PAutilities to depend on the "scales" package, and yet the machine
running the test doesn't have it installed.
