NAMESPACE for DBI and RSQLite

Hello all,

As has been planned for some time, I have added a NAMESPACE file to
DBI and RSQLite.

Preview version is available here:

    http://www.bioconductor.org/packages/misc/

I would really appreciate feedback if someone has a chance to give
these a try -- especially of interest would be installing the new DBI
and testing RMySQL and ROracle.

I plan on sending these updates to CRAN on Monday or Tuesday.
