r-base-dev to be removed

| | r-base-dev is to be removed. I think these are the culprits:

| | libreadline5-dev  (5.2.6 => 5.2-7)

| | Holding them holds back r-base-dev as well.

| But r-base-dev has a depends on libreadline-dev, not libreadline5-dev.  Could
| it be something else?

Seems like the r-base-dev package is ahead of the libreadline-dev
transition. Explicitly installing libreadlibe-dev (now from libreadline6)
helped Prasenjit.
