GPG key for Debian repository

This is a freshly installed Raspberry Pi Zero 2 W. `gpg` and `dirmngr` are installed. I also tried it in a `bookworm` Docker container and I'm getting the same error.

The web page for the keyserver shows that it's there.

So if it's an issue with my ISP connecting to that specific keyserver, how can I find other keyservers to try?
