r-base-dev to be removed

| A recent dist-upgrade on Debian/unstable results in:
| r-base-dev is to be removed. I think these are the culprits:

| libreadline5 (5.2.6 => 5.2-7)
| libreadline5-dev  (5.2.6 => 5.2-7)
| 
| Holding them holds back r-base-dev as well.

But r-base-dev has a depends on libreadline-dev, not libreadline5-dev.  Could
it be something else?
