The installation of FME worked for me right now without any problems on
R 3.4.2/Windows.
R version 3.4.2 (2017-09-28) -- "Short Summer"
...
> install.packages("FME")
...
package ?FME? successfully unpacked and MD5 sums checked
...
Suggestion, check your internet connection and the repository setting:
> options("repos")
My CRAN repository is currently set to "https://cran.rstudio.com/"
