new package psmcr

Hi all,

The new package psmcr is a port of the program 'psmc' by Heng Li [1]. It 
is available on GitHub:

https://github.com/emmanuelparadis/psmcr

There is a short tutorial showing a typical usage with a few tips. In 
addition to fitting the PSMC from R (and the bootstrap), psmcr has tools 
to prepare the input data and graphical tools to display the results.
