rgdal: please vote on proj4 requirement change

If you install rgdal as a source package, your input would be helpful.

Because of ongoing changes in the PROJ.4 library, it is desirable to 
change the requirement in rgdal from the current >= 4.4.9 to >= 4.8.0. 
Please vote on whether such a change would inconvenience your workflow - 
no if you cannot upgrade to PROJ.4 >= 4.8.0, yes if this is OK for you,

I'll try to respect no votes if there are relatively many, but branching 
on PROJ.4 version is creating many maintenance problems.
