rgdal: libgdal requirements too restrictive

I can confirm that, on an up-to-date Debian "wheezy" amd64, rgeos passes R CMD check if libgeos has version 3.2.0. Likewise, rgdal passes R CMD check with libgdal=1.6.3. I have attached patches for your convenience. Thank you for your help.
