gpclibPermit() returns FALSE

I am trying to use the fortify function however when I attempt to enable
gpclib with gpclibPermit() I am always getting FALSE. Any tips on how to get
it to return TRUE?

I am loading the following libraries:

plyr
reshape
proto
ggplot2
sp
rgdal
maptools
gpclib
