create a shapefile

Hello friends of R


I have a map in BMP format (a figure).
 The map consists of 14 areas.
 I have the location of two coordinates. (x1, y1) and (x2, y2)
 See the attached image.

 Question: Is it possible to create a shapefile? Which package I use?
