ZIP for spatial data in R

You may want to check DClusterm for this:

There is a vignette where ZIP models are used for disease mapping. Check
also the references therein.

You can fit ZIP models with R-INLA (http://www.r-inla.org) as well. This
is probably the easiest way with R right now.
