Dear Milan, You may want to check DClusterm for this: https://r-forge.r-project.org/projects/dclusterm/ There is a vignette where ZIP models are used for disease mapping. Check also the references therein. You can fit ZIP models with R-INLA (http://www.r-inla.org) as well. This is probably the easiest way with R right now. Best wishes, Virgilio
