install rgdal to query postgis database

Sorry, I forgot to add that I have already tried:

host=localhost
port=5432
password=''

and all combinations with and without these and with single quotes and double quotes. Also, all of QGis, Terminal and PGAdminIII can connect to the database with some combination of the settings that I have already tried.
