Most likely - changing version for patch releases doesn't seem necessary.
It also a bad idea because the binary packages are linked to /Library/Frameworks/R.framework/Versions/4.4-arm64/Resources/lib/libgfortran.5.dylib so if you start building with gfortran-14, those binaries probably won't work on R 4.4.0 - 4.4.2 (which has the libgfortran 12 runtime).
