Opening NEWS in R.app gives error message

In R.app (version 1.64 (6734)) for R version 3.10 regardless of Snow Leopard or Mavericks 
the menu entry Help, What?s New In This Version shows the R.app NEWS but not the R NEWS.

An error message is issued in the console:

The file /Library/Frameworks/R.framework/Resources/NEWS does not exist.

Accessing NEWS for R via the menu entry R help, ?  does display R NEWS.
