[R-meta] Update on the CRAN Task View on MetaAnalysis

I email the list approximately annually to update on the task view. 
Since the last update the number of new packages has been more or less 
balanced by the number archived so we still have about 150+ in the view.

Happy to hear of anything I have missed. The list is quite long which 
explains the brevity of the entries.
