You could reduce the size by building a non-multiarch version of R (e.g. only 32 bit). That will approx half the size of R and then you only need a single tool chain. Using mingw-builds [1] you could create a minimal version of the tool chain, e.g. by not building gdb, gfortran, or other stuff you don't want to support. I would not recommend hacking the installer of the current rtools. [1] https://github.com/niXman/mingw-builds
