Rtools 3.6?

Hi, Jeroen.

You mentioned that in the summer, there would be work on creating a
new version of Rtools based on gcc 8+. Any news? NixMans scripts seem
to have stopped with GCC 7.2, although the MinGW64 project has 8.1 out
already.
