Not sure if this is useful for you or not, but I'm a physical
oceanographer
that uses R for data analysis. Maybe not the kind of analytics you're
referring to?
While I'm not currently a GOC employee, I will be in a few weeks after I
start a position as a research scientist at the Bedford Institute of
Oceanography (BIO) in Halifax (in the middle of packing boxes right
now!).
I don't know of any specific "analytic teams" at BIO, but I do know that
they are migrating much of their in-house data processing and archiving
facilities from Matlab to R (and possibly some python). Physical
oceanography has been (and continues to be) mostly dominated by Matlab,
but
I think that tide is turning, especially for government where the
licenses
are getting harder to justify.
I am also the co-author of the R package `oce` which is aimed at
oceanographers who work with data. I don't know what the usage of oce is
like across the government, but I do think it's increasing across
academia
generally, as more students come up through the system with some
exposure
to R from their undergraduate degrees.
