Please continue this conversation on the issue being reviewed.

In general, packages are expected to build and check in a reasonable amount of time.  If you see this across all platform, there may be opportunities to improve your code and make it more efficient.  If it is a single platforms we can evaluate on a case by case basis as one of the builders may be experiencing a heavy load that could affect this result.
